The seven heads of the beast pictured as seven mountains and seven kings is a picture of the seven world empires (Egypt-Rome + the coming kingdom of the beast) and the kings which the Destroyer/beast possessed/possesses. The ten horns are ten demonic spirits that give their power, authority, and allegiance to the beast. They will possess ten world leaders whose kingdoms will be joined with the kingdom of the Antichrist. The beast will remove three kings and he will be the eighth which join the seven. They will come against the Lamb but they will be defeated.
